The beautiful tree-lined City of New Carrollton is a residential community located in suburban Prince George's County, approximately eight miles from Washington, DC. New Carrollton has a diverse population of over 12,000 residents. The City has approximately 66 employees and an $13-million-dollar budget for FY 21. The City operates under a Strong Mayor form of government with five (5) Councilmembers elected at-large. The City currently holds an election annually with elected officials serving 2-year terms. We are currently looking for an outgoing, detail-oriented, self-motivated individual for the position of Assistant City Administrative Officer (ACAO). The ACAO will work under the general supervision of the City Administrative Officer. This position will assist with the direction, administration, and coordination of activities and functions of the various City offices, departments, commissions, and boards in implementing the requirements of City ordinances and the policies of the City Council. The ideal candidate must work well with all levels of staff, have the ability to manage multiple projects and assignments simultaneously, and possess excellent problem-solving skills. The ACAO serves as Acting City Administrative Officer in the absence of the City Administrative Officer. Prior experience working in a local government environment is highly desired. The ACAO must have a thorough knowledge of the principles and practices of public administration and policy development. Excellent verbal and written skills are a must. A comprehensive benefits package is offered. Starting salary is $101,517; however, the salary commensurate with experience. TYPICAL TASKS Handles urgent and critical administrative and staff issues in the absence of the City Administrative Officer. Assists City Administrative Officer with the following economic development activities: analyzing zoning and development documents for the City; conducting business development and business outreach activities for the City; developing an economic profile of the community; acting as a liaison between local organizations, businesses, individuals, and governments; managing the City's Revitalization District and Incentive Fund; attending relevant events and association meetings regarding regional economic development; creating a quarterly economic development electronic newsletter; working with the City Administration and City staff, the City Council and community groups to formulate project planning and identifying future needs; making presentations to the City Council, community groups and organizations and special interest groups; advising the City Administration on issues related to community and economic development. Works in conjunction with staff to maintain City website, social media platforms, and other various means of broadcast communication; meets with a wide variety of civic and business leaders and community groups regarding their concerns, program priorities, and City services; provides for citizen awareness of City goals and operations by maintaining close contact with citizens, responding to questions and making public presentations; manages and directs the development of special programs and projects of an interdepartmental, Citywide, intergovernmental and/or political nature. Researches and identifies grant opportunities, at the state, federal and/or private sector level, coordinates with the appropriate department, and administers successful grant awards; conducts a needs analysis and interviews individuals experienced in the area of funding to gather detailed information for grant proposals/applications; works with the City Finance Department to compile the necessary budgetary data required; communicates with Management and City Officials regarding all grant opportunities, provides statistical data and accurate reports which provide supporting evidence regarding the need and benefit of the prospective grant; ensures all grant requirements are completed in a timely manner and successfully submits all requested data to responding agencies. Identifies emerging issues, develops and implements new approaches, and/or refines the department's organizational structure to generate desired results by being knowledgeable on federal, local, and regional issues impacting City programs and City operations. Assists with preparation of the City's annual operating and capital budgets; assists in establishing administrative objectives for the budget and identifying budgetary constraints. Assures the effective and efficient utilization of City employees, funds, materials, facilities, and time; oversees the Municipal Safety Committee; responsible for Municipal Center building safety. Maintains confidences and routinely handles extremely sensitive and political information; skilled in human relations and negotiating; negotiates and administers contracts with outside vendors and service providers; develops and maintains productive relationships with elected officials, community leaders, advisory boards, the news media, and the general public. Researches complex issues and develops recommended actions; conducts complex administrative studies; communicates effectively verbally and written, and shares information with relevant parties. Performs related work as assigned. EDUCATION AND EXPERIENCE REQUIREMENTS Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a degree in business, public, or policy administration and three to five years of progressively responsible related experience in local government work. PHYSICAL DEMANDS Performs sedentary work that involves walking or standing some of the time and sustained keyboard operations.
