POSITION SUMMARY: This is an exempt, administrative position of moderate difficulty with responsibility for coordinating the Family Self-Sufficiency and other component programs and performance of other administrative duties as assigned by the Director. Data processing systems will be used to monitor and control activity, create forms, documents, schedules, and reports. MINIMUM QUALIFICATIONS: Required knowledge, skills and abilities for this position would normally be gained through a Bachelor's Degree in Social Work, Human Services, Business or Public Administration and/or its equivalent and three (3) years working experience with a PHA / Section 8 Program or affordable housing experience. A combination of education and experience will be accepted. Preferred qualifications: Master's degree in Social Work, Human Services, or Public Administration with five (5) years working experience with a PHA / Section 8 Program or affordable housing organization. Considerable knowledge of the various programs administered by this Division, including the Family Self-Sufficiency Program, Housing Choice Voucher Program, affordable housing programs, HUD regulations regarding Housing Choice Voucher, Family Self-Sufficiency, and the policies and procedures of the St. Louis Housing Authority and the ability to interpret and explain them. Ability to actively recruit FSS participants within the Housing Choice Voucher (HCV) and Family Self-Sufficiency (FSS) Program and assist FSS participants with creating and obtaining goals listed in their Individual Training and Services Plan (ITSP). Skill in preparing written statements for clients requesting funds from their escrow accounts. Assists the Finance Department with tracking participant escrow credits. Ability to perform case management activities and provide referrals to FSS clients including job openings and other applicable resources. Considerable skill in building community partnerships through the establishment of the Program Coordinating Committee. Meets quarterly with committee to identify community resources for FSS participants. Ability to ensure that the FSS Program follows program requirements, SEMAP indicators, SLHA regulations and HUD policy.
