The Program Director III is responsible for oversight and supervision of all foster care, prevention & family preservation programs in their assigned area. This position works closely with county departments, community stakeholders, and funders to develop, deliver and maintain quality programs consistent with the agency mission, vision, values and strategic direction while meeting community needs. Maintains administrative oversight of assigned offices and programs. Maintains fiscal oversight of annual program budgets totaling more than $1 million. Selects, supervises and evaluates program personnel, providing clinical, case and administrative supervision. ESSENTIAL DUTIES AND RESPONSIBILITIES Develops, interprets and implements program operational philosophy, goals and objectives congruent with agency mission, vision, values, and strategic direction. Stays abreast of evolving practices in foster care, prevention, and family preservation, providing strategic direction and leadership to guide the development and continuous quality improvement of programs and services. Recruits, trains, and supports program personnel and promotes a positive and supportive work environment that affords employees the opportunity to achieve work objectives and individual development goals. Maintains fiscal oversight of assigned programs, managing offices and program budgets to ensure positive financial performance and responsible stewardship of agency resources. Coordinates with other agency leaders to ensure adherence to all federal, state and agency statutes, regulations and policies. Serves as placement supervisor or ensure staffing is in place to meet State of Colorado placement supervisor requirements. Ensure that all programs adhere to Federal, state and agency HIPAA and confidentiality requirements. Works collaboratively with the Grants and Evaluation staff to secure and administer grants and contracts, including supporting data collection, evaluation, and reporting. Assists in the development and implementation of program-specific marketing strategies to achieve program goals and increase agency visibility. Participates in monthly leadership meetings with other program directors and periodic meetings with the executive team and leadership council. Advises agency development staff on program needs, outcomes, and accomplishments, periodically assisting with agency fundraising efforts. Must be certified to conduct and supervise SAFE home studies, or able to complete certification within 6 months of hire. Performs other duties as assigned. SUPERVISORY RESPONSIBILITIES This position directly supervises up to ten (10) employees and maintains oversight and decision making authority over all positions in assigned programs. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Experience in the field of child welfare with a focus on foster care and experience with case management, family certification and home supervision. Familiarity with child abuse prevention and family preservation programming and services. Broad knowledge of social work practice, human development, clinical theory, and trauma informed practice as they relate to child welfare and family systems. Two (2) or more years of experience with budgetary or fiscal management. Strong organizational and administrative skills with the ability to delegate and supervise a professional staff team. Ability to work independently to effectively manage time, exercise initiative, and execute clear judgement in decision-making. Ability to relate well to children and families of varied cultural, social and economic backgrounds, including refugees, asylees, and other immigrant populations. Demonstrates commitment to the mission, values and vision of Lutheran Family Services Rocky Mountains. Possess a valid Colorado driver's license and automobile liability insurance at the level of $100,000/300,000/100,000, with reliable and consistently available vehicle and ability to regularly travel throughout the service area. EDUCATION and/or EXPERIENCE Bachelor's degree (B.A) in a social or behavioral sciences with at least five (5) years of experience in an administrative capacity to include 3 years of child placement experience or a Master's degree (M. A.) in a social or behavioral sciences with at least (2) years of experience in an administrative capacity, to include 1 year of child placement experience.
