Description:

Duties--- You will provide prompt guidance that is technically correct on issues and concerns regarding safety program management, safety policies and Navy-wide occupational health and safety regulatory matters to stakeholders.--- You will provide assessment of occupational health and industrial safety programs of Navy Echelon II commands.--- You will maintain direct liaison with various naval enterprises and nationally accredited Safety and Occupational Health (SOH) entities engaged in safety and occupational health for exchange of information and material.--- You will provide representation at meetings to coordinate efforts with DoD and Federal agencies.--- You will conduct subject matter expert (SME) analysis of safety data including but not limited to mishaps, hazards/near misses, investigations, inspection results, workers compensation data, and training.--- You will identify and communicate potential SOH issues of a systemic, high-level, or otherwise significant nature, in the capacity of a safety assurance subject matter expert.--- You will manage, develop, and coordinate safety awareness promotional and educational program materials, i.e., safety survey checklists, lessons learned, posters, booklets, pamphlets etc.--- You will provide guidance, interpretations, and assistance to commands in order to improve their overall safety shiftQualifications There is a Individual Occupational Requirement (IOR) to hold a GS-0018 position in the federal service, See the "Education" section of this announcement for more information.In addition to meeting the IOR, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the management, administration, or operation of a safety and occupational health programSpecialized experience includes performing most or all of the following duties: 1) Serving as a primary program manager for one or more high risk programs such as confined space, fall protection, energy control, electrical safety, etc2) Writing policy, identifying hazards (risk management), conducting assurance (inspections, management evaluations, etc.), and conducting promotion activities such as training3) Assessing occupational health and industrial safety programs, policies, and practices; identifying and abating of occupational hazards; programming reporting and analysis; establishing enterprise-wide safety goals and priorities; and/or implementing and evaluating the effectiveness, cost, and improvement of the overall occupational health and industrial safety programs4) Coordinating and performing safety surveys, assist visits, conducting presentations, on-site visits at activities to assess various aspects of safety and occupational health programs to provide guidance, interpretation, and assistance to corporations, government agencies, and/or military commands to improve their overall safety performance and to reduce the incidence of injuries and mishaps5) Analyzing and assisting other analysts, research personnel, and scientists with content analysis, data coding, and quantitative and qualitative analysis by providing risk management insights, information, and expertiseAdditional qualification supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychologyOR Experience Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the positionExamples of qualifying specialized experience include:--- Managing safety or occupational health program elements.--- Developing and recommending safety and occupational health policy to higher levels of management.--- Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.--- Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.--- Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.--- Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.--- Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.--- Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.--- Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.--- Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurseOR Certificates Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination.Applicants may also qualify for higher grade levels based on their education and/or experienceThere is no substitute of education for specialized experience for
